In Minnesota, ATV owners are required to carry a minimum amount of liability insurance. This includes $30,000 for bodily injury per person, $60,000 for bodily injury per accident, and $10,000 for property damage.
Operators must be at least 18-years of age and have a valid driver's license that would allow them to drive a motor vehicle in the State of Minnesota. ATV/UTV must be operated on the extreme right hand side of the roadway and no faster then 20 miles per hour.
Any UTV which is not street legal must have the following equipment to drive on public roads in Minnesota: At least one headlight. At least one taillight. At least one brake light. Working brakes. Rear view mirror. Rollover protection. Seat belts. Valid OHV permit.
A passenger or operator under the age of 18 must wear a DOT approved helmet while on an ATV. An operator or passenger under the age of 18 must wear a seat belt if provided by the manufacturer. A person under 18 may carry one passenger on a Class 1 ATV only if it is their parent or legal guardian.
ATVs must display the current registration decal along with applicable numbers and letters as indicated below. The plate and decal must be maintained in a clear and legible condition. A registration plate is not provided by the DNR or Deputy registrar.
Minnesota Statute 84.922 requires that all-terrain vehicles (ATVs), off road vehicles (ORVs) and off highway motorcycles (OHMs) owned by Minnesota residents must be registered unless exempt. A public use ATV, ORV or OHM registration is valid for three years from the year of issuance.
All-terrain vehicles are classified and registered as either a Class 1 ATV (under 1,000 pounds) or a Class 2 ATV (1,000 to 1,800 pounds). All ATVs operated in Minnesota must be registered with the DNR, including those used exclusively on private property.
Anyone born after July 1, 1987 and who is 16 years or older must successfully complete only the ATV Safety Training CD before operating an ATV on public lands and frozen waters. ATVS CLASS 1-Under 1000 lbs & CLASS 2-1000 to 1800 lbs Youth under age 15 may NOT operate a Class 2 ATV.
