This law, known as Senate Bill S2702, became effective in February 2024. The law also raised the minimum age for supervisors of young riders on public lands from 16 to 18. Now, any ATV operator under 16 must be under the supervision of someone over 18, who must also possess an ATV safety certificate.
Think of the two documents as complementary. While a bill of sale certifies a transfer of ownership between two parties, a title certifies the buyer's legal ownership. It's the final step in the process and proves that the buyer is the legal owner.
California: California requires all ATVs to be registered with the Department of Motor Vehicles. If the title is missing, an Application for Duplicate or Transfer of Title may be required along with a bill of sale. California also mandates an off-highway vehicle identification sticker that must be renewed annually.
