A passenger or operator under the age of 18 must wear a DOT approved helmet while on an ATV. An operator or passenger under the age of 18 must wear a seat belt if provided by the manufacturer. A person under 18 may carry one passenger on a Class 1 ATV only if it is their parent or legal guardian.
(HTA): No one is permitted to drive an ATV on a highway with a passenger who is under the age of eight.
(b) A person may operate a class 1 all-terrain vehicle in the ditch or the outside bank or slope of a trunk, county state-aid, or county highway unless prohibited under paragraph (d) or (f). (3) on the bank or ditch of a public road right-of-way on a designated class 2 all-terrain vehicle trail.
Class 2 ATVs have a total width greater than 50 inches but not more than 65 inches from outside of tire rim to outside of tire rim.
As an operator 12 to 17 years of age, you may carry one passenger on a Class 1 ATV only if the passenger is your parent or legal guardian.
Operators must be at least 18-years of age and have a valid driver's license that would allow them to drive a motor vehicle in the State of Minnesota. ATV/UTV must be operated on the extreme right hand side of the roadway and no faster then 20 miles per hour.
ATVs must display the current registration decal along with applicable numbers and letters as indicated below. The plate and decal must be maintained in a clear and legible condition. A registration plate is not provided by the DNR or Deputy registrar.
The golden rules of ATV safety Ride only on designated trails and at a safe speed. Always wear goggles, long sleeves, long pants, over-the-ankle boots, gloves and DOT-compliant helmets. Never ride on paved roads except to cross when done safely and permitted by law. ATVs are classified as off-highway vehicles.
Laws & Regulations All riders in Minnesota who were born after July 1st, 1987 are REQUIRED to complete an approved ATV Safety Course, and carry the Minnesota ATV Safety Certificate with them while riding on public lands.
