To get a dealer's license without a lot, you can apply for a wholesale license. Obtaining a wholesale license does not require a lot. However, a wholesale license only allows you to sell, buy, and trade cars among wholesale dealers and you can't sell cars to car end users.
To join the Dealer Plate Issuance Program, complete the Application for Dealer Plate Issuance Program (PDF) (MV-463). Then, scan and submit the application by email to the DMV Plate Issuance Application Unit. Allow 4 to 6 weeks for DMV to process your application.

A safety certificate is no longer required before offering a registered vehicle for sale. You must still obtain a safety certificate before disposing of a registered vehicle, other than to a dealer. You may be fined over $700 for not having a current safety certificate when disposing of a vehicle.
Selling a used vehicle on consignment If you sell a motor vehicle on behalf of someone else, you must have signed approval. Find out what form you need to fill in and what you need to do.
You must also complete a Statement of Transaction- Sale or Gift of Motor Vehicle, Trailer, All-Terrain Vehicle (ATV), Vessel (Boat), or Snowmobile (PDF) (DTF-802) and indicate on the form that the vehicle is a gift. The buyer and seller can make photocopies of the bill of sale to keep for their records.
