DMV's electronic titling program is a secure online method that electronically transfers a vehicle's ownership from Virginia residents to buyers titling a vehicle in Virginia. If you qualify, you can transfer ownership and register a motor vehicle without visiting a customer service center or mailing documents to DMV.
You must hold a valid driver's license with a Class M designation to operate a motorcycle in Virginia.
Sign the vehicle over to the buyer/recipient and give them the title. In Section A on the front of the title, do the following: Print and sign your name as seller(s) - all owners listed on the title must sign. Provide the name and address of the buyer/recipient on the top line of Section A.
A motor vehicle bill of sale is required when selling a car, motorcycle, or other motor vehicle in the state of Virginia. Each document includes information such as vehicle details, model year, vehicle identification number, body type, and odometer reading (odometer disclosure statement).

To transfer a vehicle title in Virginia, you typically need the original vehicle title, a vehicle bill of sale, identification, the Application for Title and Registration (Form VSA 17A), any lien release if applicable, and an odometer disclosure statement for vehicles under 10 years old.
To receive a Class M, M2 or M3 designation, you must pass the motorcycle knowledge and road skills tests and hold a motorcycle learner's permit for 30 days. If you are under 18, you will need to hold a motorcycle learner's permit for 9 months.
The VA DMV requires motorcyclists to have current coverage that meets the state's minimum requirements on all registered vehicles.
