You must meet the following criteria to apply for an IDNYC card: 1. At least 4 points of documents with at least 3 points proving identity and at least 1 point proving residency in NYC. 2. At least 1 of the documents submitted must have a photo, unless applicant is accompanied by a caretaker.
Documents that prove both residency and identity include: A New York State Driver's License with a current New York City address. A New York State Department of Motor Vehicles ID card with a current New York City address.
Required documents include one proof of identity (passport or U.S. birth certificate), proof of legal presence for non-U.S. citizens, two proofs of New York residency, your social security card (if you've been issued one) and a current driver's license if you are applying to exchange one issued by another U.S. state.
Applying for an Identity book / Identity document for the first time Form BI-9, completed in black ink. A certified copy of your Birth certificate or reference book or a copy of the old Transkei, Bophutatswana, Venda or Ciskei homelands identity or travel documents.

In order to get the NYC ID card, you need to provide proof of ID and proof of residency in NYC. The number of documents you need to provide varies based on what documents you have, but generally a foreign passport or driver's license with a photo are the best proofs of ID.
