I try to not put any feeders closer than 50 feet from a bird house. Depending on the bird species you're wanting to attract to a house you may need more space; or at least on a different side of your house.
Your options are twofold: Place feeder and birdbaths within three feet of the nearest window so that birds don't hurt themselves upon liftoff; or place them more than 30 feet away so that feeding birds have plenty of space to clear the house.

Feeding wildlife is illegal in California. Section 251.1 of the California Fish and Game Code states that feeding a wild animal can be considered animal harassment.
For this feeder you will need an empty plastic bottle, some scissors (like I said, be careful!), string, a pencil and bird seed. If you don't have birdseed pre-prepared you can find what sorts of seeds and nuts are safe here. Pouring bird seed into my bottle feeder.
Feeders should be a minimum of 25 feet away from the house to deter mice. We had the same problem...
If an HOA's governing documents say that bird feeders are not allowed, then the board can enforce this rule. However, if the HOA's governing documents allow bird feeders, then the board must allow them or amend the documents to prohibit them.
Another way to stop pigeons looking for fallen seed is to put some mesh or rocks at the bottom of the bird table or underneath the bird feeders.
Place feeders high off the ground but away from surfaces from which a cat could jump - so an open area is probably best. Place spiny plants (such as holly) or an uncomfortable surface around the base of the feeding station to prevent cats sitting underneath it.
The only way to force an HOA to enforce the rules is file for arbitration against the HOA or gain support from neighbors and recall the board. There is no FL government sector that watches over HOAs.
