It is the purpose of this Act to regulate labor relations between public employers and employees, including the designation of employee representatives, negotiation of wages, hours and other conditions of employment, and resolution of disputes arising under collective bargaining agreements.

The NLRA covers all employers involved in interstate commerce, except airlines, railroads, agricultural operations and government entities.

To summarize, Illinois is not a right-to-work state. The state's legislative landscape reflects a commitment to collective bargaining, union rights, and labor relations characterized by negotiated agreements between employers and unions.
