Decals are received annually at the time of renewal for all qualified motor vehicles based in California. Your credentials are valid for the calendar year. To be qualified, a motor vehicle must travel in at least two IFTA jurisdictions. Additionally, it must weigh over 26,000 pounds, or have three or more axles on the power unit. Or (less applicable to truck companies) be a bus that can carry at least 20 passengers.

The categories for vehicle exemptions are: government owned vehicles, political subdivisions, school buses, buses, special mobile equipment, farm plated vehicles, temporary permit vehicles, recreational vehicles, dealer registration plates, non-highway vehicles, and tow trucks.

The state of California, nor any other US state, does not recognize an “international Driver's License”. However, if you do hold a current driver's license issued by your home country you would be eligible and able to rent a vehicle from any major US car rental agency.

Who needs to comply? If any or all of the trucks that you own or oversee have a registered gross vehicle weight over 26,000 lbs or have three or more axles, and travel in more than one state, you have one or more qualified vehicles and need to adhere to the quarterly reporting and IFTA filing process.
