An apostille is issued by your Secretary of State's office or Notary commissioning agency. The single apostille is the only certification needed. Once prepared and verified, the apostille is attached to and sent along with the notarized documents. Notaries cannot issue apostilles themselves.

The New York State Department of State issues Apostilles for documents that were issued in New York, including: Birth certificates.
Documents such as vital records issued by a U.S. state will need an apostille from that state's secretary of state. Federal documents will need an apostille from the U.S. Department of State.
The apostille website from the US gov says that it will take 12 weeks. Comments on an earlier post suggest that this will be fairly accurate. That puts me at early September to have the apostille completed.
Exemplification means "an attested copy of a document, under official seal" and the Exemplification Letter does exactly that - attests that the attached birth certificate is a true certified copy. The reason for issuing a Letter of Exemplification is mere convenience.
If you need a Letter of Exemplification to get an Apostille, you should order a long form birth certificate. When you place your order for the birth certificate, make sure you clearly explain the reason for your request, and the Department of Health will determine if a Letter of Exemplification is also needed.
