November 20, 2024 HOUSTON - Today, at city council, Mayor John Whitmire appointed Randy Macchi to lead Houston Public Works as its next Director.

Dallas now is the largest Texas city without a chief executive. Austin and El Paso have each gone without a permanent city manager since their city councils voted last year to fire them, though they have named acting city managers to serve in the interim.

The Open Meetings Act (Government Code, Chapter 551) provides that meetings of governmental bodies must be open to the public (except for expressly authorized executive sessions). Both state and regional agencies file notices of open meetings with the Secretary of State's office.

All meetings must be properly posted, discussion is limited to posted agenda items, minutes must be kept, and certain rules must be followed when holding an executive session. A member must be present at a meeting in order to deliberate and to vote. The member may not vote by proxy.

The council enacts ordinances, resolutions, and orders necessary for executing the city's affairs, including: Approving or amending annual budgets. Authorizing contracts. Acting as the final appeal body on commissions rulings.

Each of the 16 council members make $62,983 annually. The charter says they are not required to devote their full time to their duties, though their offices are open full-time. Many council members hold other jobs, but some are retired or choose to devote their full time to their council duties.
