In San Antonio, daytime is defined as 6 AM to 10 PM but in Houston permitted construction hours are 7 AM to 8 PM while Dallas ends the daytime hours at 7 PM. Additionally, each jurisdiction regulates weekend, holiday and after hours work differently, requiring special permits for exceptions to normal permitted hours.
Harris County does not require a General Contractor's License to perform construction within the Unincorporated areas.
A building code is a set of regulations that are enacted by either state or local governments regulating the construction, renovation, and repair of buildings and other structures that humans may occupy. We use the term ordinance to describe a regulation passed by a municipality, such as a city, village, or town.
5. What are the permitted hours for construction activity? Construction operations, including the delivery of materials and equipment, which produce noise disturbances, are only permitted between the hours of a.m. to p.m. on weekdays and a.m. to p.m. on weekends.

(1) The only sound permitted shall be either music or human speech or both. (2) The volume of the sound amplified pursuant to this section shall not exceed seventy-five (75) dB(A) when measured from the nearest receiving property.
Construction noise is covered by Chapter 12.08. 440 in Title 12 of the County Codes. Most construction must take place between a.m. and p.m. during normal weekdays. However, emergency repairs may be performed as necessary.
