If the CEO is not also a board member, it is normal for them to attend most board meetings to report on progress, however from time to time it may be appropriate for board meetings to be held without the CEO.
(b) A public hearing must provide municipal residents and affected parties an opportunity to be heard. The municipality must publish notice of the time and place of a hearing in a newspaper of general circulation in the municipality on the fourth day before the date of the hearing.

Texas Government Code section 551.005 imposes a mandatory educational requirement on members of a governmental body subject to the Open Meetings Act.
The Act requires that posted notices include the date, the hour and the place of the meeting. A description of each subject to be discussed must also be included in the notice. This means that the notice must be enough to alert the public, in general terms, the subjects that will be considered.
However, there has been no legal requirement to do so since the introduction of the Companies Act 2006 (the “Act”). Before the introduction of the Act, companies still had to have a secretary appointed at all times. Specifically, section 270 of the Act provides that no secretary is required.
