The United States Department of Veterans Affairs (VA) is an agency of the federal government that provides benefits, health care, and cemetery services to military Veterans.
A VA contract outlines each party's obligations, rights, responsibilities, privileges, and limitations. It also describes procedures that will be followed in the event either party needs to terminate or make changes to their work arrangement.
These agreements are known as Veterans Care Agreements (VCA), which are intended to be used in limited situations where contracted services through the VA community care network are either not provided or not sufficient to ensure Veterans can get the care they need.
The mission of Labor Management Relations (LMR) is to promote labor-management cooperation throughout the Department to enable VA's unions and management officials to work as partners in improving the delivery of service to veterans and their families and in creating a positive work environment for employees.
