These types of discriminatory policies reduce housing opportunities for families, limit the adoption of certain breeds such as pit bulls and further the negative stigma against these dogs. New York State law already prohibits municipalities from enacting breed specific laws that restrict ownership.

Breeding someone else's dog for profit without their permission and a clear agreement in place is both unethical and possibly illegal. It's crucial to honor the owner's rights and ensure the well-being of the animals involved.

A breeder can sell a puppy with registration papers and no breeding rights. The puppy is on what's called limited registration, which means the puppy is AKC registered but the progeny of that puppy is not eligible to be registered. Breeders often do that with pet puppies, and it's fine.
