(a) Except as otherwise provided in this Constitution, the officers of the state and all political subdivisions thereof in office on June 30, 1983, shall continue in the exercise of their functions and duties, subject to the provisions of laws applicable thereto and subject to the provisions of this Constitution.
Article 3. No one shall have the right to seize power. The current term of a body elected in general elections shall not be extended or reduced by the Constitution or law. Political parties shall participate in the formation and exercise of the political will of the people.
Paragraph XXVIII. Fishing and hunting. The tradition of fishing and hunting and the taking of fish and wildlife shall be preserved for the people and shall be managed by law and regulation for the public good.
Home rule for municipalities. The General Assembly may provide by law for the self-government of municipalities and to that end is expressly given the authority to delegate its power so that matters pertaining to municipalities may be dealt with without the necessity of action by the General Assembly.
The Georgia Bill of Rights guarantees freedom of speech and press, a right to bear arms, the right to assemble and petition the government, a right to trial by jury, and a right to counsel.
Veto power. Except as otherwise provided in this Constitution, before any bill or resolution shall become law, the Governor shall have the right to review such bill or resolution intended to have the effect of law which has been passed by the General Assembly.
