Consolidated Planning. What is the Consolidated Plan? The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions.
Broward Housing Solutions® provides independent, permanent, and supportive housing to low-income persons and/or homeless, diagnosed with mental illness and other disabling conditions in affordable rental apartment units across Broward County.

The Consolidated Plan for Broward County outlines the uses of entitlement grants released by the U.S. Department of Housing and Urban Development (HUD) for three programs: Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grants (ESG).
The Consolidated Plan is the document that is submitted to HUD that serves as the planning document (comprehensive housing affordability strategy and community development plan) of the jurisdiction and an application for funding under any of the Community Planning and Development formula grant programs.
