You can start by contacting the property management company directly to address your concerns and attempt to resolve the issue. If this does not lead to satisfactory results, you may need to escalate your complaint by contacting local housing authorities or tenant advocacy organizations.
In NYC call 311 or use the 311 app. I'm not 100% familiar with that system but you want to File a Quality/Safety Complaint with NYC Housing Preservation & Development against your landlord. You should get a Service Request Number, keep it and you can check up with them. Do note your landlord is being uncooperative.
