The California bar does not offer reciprocity to any state. In order to practice law in California, you must take the California bar. However, non-California lawyers can represent clients in court in California if they are admitted pro hac vice for a particular case.
The general rule is a lawyer can only practice law in a state court when they have been admitted to the bar of that state. An exception would be when the attorney is admitted on a pro hac vice basis, where the out-of-state lawyer can practice with an in-state attorney acting as local counsel.
In all jurisdictions except Wisconsin and Oregon, candidates are required to pass a bar examination, usually administered by the state bar association or under the authority of the supreme court of the particular state. Wisconsin and Oregon are the only states that do not require the bar examination.
