Simply send by mail an Application for Duplicate Certificate of Title which is form MV-902 and the original proof that the lien has been paid off. You can also apply for a duplicate title in a NY DMV office, in-person. It will cost you $20 and you'll get a lien free title.

To remove a lien recorded on a paper title, you will need:the vehicle title.a release of lien letter and/or other notifications from the lienholder(s) currently named on the vehicle title.a completed Application for Texas Title and/or Registration (Form 130-U)

You must submit the notarized lien release (copy or original), your current title (if in your possession) and pay an $8.50 title fee and a $6.00 processing fee. The new title (in your name, without the lien) should issue within 3-5 business days, and will then be mailed to you.

Your duplicate title will be processed within 72 hours after your application is accepted and will be promptly mailed to you.
