A Washington Diversion Agreement (also known as DA) is an agreement between two states, the federal government, and local governments, that allows for the temporary diversion of water from one state to another. Under the terms of the agreement, water is exchanged between two or more states for designated uses, including irrigation, flood control, hydropower, and municipal and industrial water supply. The Agreement is designed to protect the environment and ensure that all parties benefit from the shared water resources. The Washington Diversion Agreement is divided into two main types: the Columbia River Diversion Agreement and the Spokane River Diversion Agreement. The Columbia River Diversion Agreement allows for the transfer of water from the Columbia River Basin to the Spokane River Basin and vice versa. The Spokane River Diversion Agreement permits the transfer of water from the Spokane River Basin to the Yakima River Basin and vice versa. Both agreements work to ensure that water resources are shared and used in an equitable and efficient manner.
