Sec. 1028(D)(2) is the definition of "document-making implement" which refers to any device or equipment capable of being used to create a false identification document, a false authentication feature or another document-making implement. The term includes, but is not limited to, any of the following: — Machines for printing, embossing, or engraving false identification documents; — Machines for reproducing photographs or duplicating documents; — Blank or incomplete documents designed to be completed and then presented as genuine; — Any other equipment or materials used in the creation of false identification documents or authentication features. In other words, any device designed to create a false identification document, authentication feature, or other document-making implement is considered a "document-making implement" and is subject to the provisions of 18 U.S.C. Sec. 1028(D)(2).
