Pennsylvania Domestic Support Obligation Certification (DSO) is a form issued by the Pennsylvania Department of Human Services to certify the obligation of a party to pay a domestic support obligation. DSO is used by the Pennsylvania Department of Human Services to establish, modify, and enforce child and spousal support orders. There are two types of Pennsylvania Domestic Support Obligation Certification: SOCHI and ASCII. SOCHI is used to certify an obligation to pay support in the form of cash or in-kind payments. ASCII is used to certify an obligation to pay support that is not in the form of cash or in-kind payments, such as medical and mental health services. Both forms must be completed and submitted to the Pennsylvania Department of Human Services in order to establish, modify, or enforce a support obligation.
