The Massachusetts Agreement, also known as the Bay State Compact, is a set of legal documents that outline the rules for the operation of the Massachusetts Lottery. It was signed by the Massachusetts Legislature in 1971 and is the foundation of the Massachusetts Lottery. The Massachusetts Agreement sets forth the parameters of the lottery, including the types of games that can be offered, the rules governing ticket sales, the regulations for the administration of the lottery, and the procedures for the distribution of prize money. There are three main types of Massachusetts Agreements: Standard Agreement, which is for the general operations of the lottery; Special Agreement, which covers special types of games; and Expanded Agreement, which allows for the operation of games outside the standard agreement.
