The California Supplement Job Displacement Nontransferable Training Voucher (Between 1-1-04 And 12-31-12) was a program established to assist workers who had been laid off due to a plant closure, relocation, or lack of work. The voucher was available to workers who met certain criteria and was intended to provide financial assistance for retraining and education for the displaced worker. The voucher was available to workers who were laid off between 1-1-04 and 12-31-12 and who were covered by a state approved insurance plan. The voucher was nontransferable and had to be used within five years of the date of the notice of layoff. The voucher was divided into two types: 1. The Basic Voucher provided up to $10,000 for job retraining and education expenses, including tuition, books, and fees. 2. The Enhanced Voucher provided up to $15,000 for job retraining and education expenses, including tuition, books, and fees, as well as other approved expenses such as transportation and child care. Both types of vouchers could be used to train for a new job or to upgrade skills in a current position. The vouchers could be used at any California community college or state university.
