On March 4, 2020, Hillsborough County Board of County Commissioners increased the school impact to approximately $8,000 average per housing unit, effective June 8, 2020. Hillsborough County coordinates and collects the school impact fees through Ordinance 06-16 as amended.
The owner of the building is ultimately responsible for obtaining a building permit. However any agent who has the owners' authorization, and is acting on behalf of the owner may apply for the building permit.
The property owner or property owner's agent is the one who must file the Notice of Commencement. Florida law states that a Notice of Commencement must be submitted to the clerk's office in order to apply for a building permit with contracts having a value greater than $2,500.
