To register, head to the DMV and submit: A Completed Application for Title or Registration (Form REG 343). The Vehicle's Out-of-State Title. The Vehicle's Out-of-State Registration. Proof of Insurance. A Valid Smog Certificate. Payment for Fees (see "Fees" below).
ATVs are not legal on the road. Riding through other people's yards, unless they have permission, is trespassing.

You won't need a driver's license to register a vehicle in California, but you'll be asked to provide an alternative proof of identity and other supporting documents. However, even if you can register it, you can't really do anything with your vehicle if you don't have a driver's license.
Any motorcycle or vehicle originally manufactured and registered for off-highway use cannot be converted for on-highway use, unless it is manufactured for dual purpose.
