ATVs and Off-Highway Use Vehicles All-terrain vehicles (three or more wheels, equipped with one or more seats, and not designed by the manufacturer for farm or lawn use) are required to be titled, but may not be registered. Off-highway motorcycles (two or three wheels) are required to be titled, but not registered.

While ATVs and UTVs are not required to be registered for off-highway use in Texas, they do need to be titled. This can be done at a county tax assessor/collector's office.

California: California requires all ATVs to be registered with the Department of Motor Vehicles. If the title is missing, an Application for Duplicate or Transfer of Title may be required along with a bill of sale. California also mandates an off-highway vehicle identification sticker that must be renewed annually.

Form 130-U The application is used by the County Tax Assessor-Collector (CTAC) and the Comptroller's office to calculate the amount of motor vehicle tax due. The application includes a motor vehicle tax statement section to document the following: the motor vehicle sales tax due on a Texas sale of a motor vehicle.
