ATVs and Off-Highway Use Vehicles All-terrain vehicles (three or more wheels, equipped with one or more seats, and not designed by the manufacturer for farm or lawn use) are required to be titled, but may not be registered. Off-highway motorcycles (two or three wheels) are required to be titled, but not registered.
While ATVs and UTVs are not required to be registered for off-highway use in Texas, they do need to be titled. This can be done at a county tax assessor/collector's office.
California: California requires all ATVs to be registered with the Department of Motor Vehicles. If the title is missing, an Application for Duplicate or Transfer of Title may be required along with a bill of sale. California also mandates an off-highway vehicle identification sticker that must be renewed annually.
Form 130-U The application is used by the County Tax Assessor-Collector (CTAC) and the Comptroller's office to calculate the amount of motor vehicle tax due. The application includes a motor vehicle tax statement section to document the following: the motor vehicle sales tax due on a Texas sale of a motor vehicle.
A person operating an off-highway vehicle on a beach or on public land designated for such use by the Texas Parks and Wildlife Department must hold a safety certificate indicating completion of a safety training course. The course must be conducted by an approved program sponsor and taught by an approved instructor.
The TxDMV is required to title off-highway vehicles (ATVs, ROVs, UTVs, and Sand Rails), but these vehicles are not eligible for registration. Off-highway vehicles are eligible to receive an Off-Highway Vehicle license plate, which may be obtained from your county tax assessor-collector's office.

In Texas, you're allowed to ride an ATV or other OHVs only on designated trails and areas on public lands. However, you must have the Off-Highway Vehicle Decal issued by Texas Park and Wildlife Department to do so. On private lands, you can legally ride ATVs and OHVs if you have permission from the landowner.
You can renew your vehicle registration without the Texas Department of Motor Vehicles renewal notice, even if it is expired, at any of the tax office's six locations and private title services (fees vary in private title services).
