Many different types of documents are accepted. All applicants must provide 6 points worth of documents that prove identity, and also prove date of birth and residency. A New York State photo driver license, learner permit, or non-driver ID card that is current or that is expired no longer than 2 years meets the proof of name and date of birth requirements. What are the six points of ID? 3 points = Passport with Visa and valid I-94. 2 points = US college photo ID with transcript. 0 points = DMV letter from International Student Programs. 2 points = Social Security card or letter (if you have one). OR. 0 points = Letter of ineligibility from the Social Security Office.
If you do not have a driver license, you can apply for a non-driver photo ID card (also known as a New York State ID). Individuals of all ages can apply. You need to complete form "MV-44" and provide proof of identity and birth date (birth certificate and Social Security Card) to apply.
UTV's are sometimes heavier than traditional models of ATV's. Unlike other states, New York hasn't updated regu- lations to allow the new vehicles to be registered. The current dry weight limit on ATV's is enticing New Yorkers to register their vehicles in other states or to leave their vehicles unregistered.
To register an ATV, you must provide proof of who you are. You must provide proof of identity, date of birth, and at least six points of proof of name. For the most recent listing of acceptable documents see Proofs of Identity For Registration and Title (PDF) (ID-82).
As a result, the title application process may take several weeks to complete. If you do not receive your title certificate by mail within 90 days after you apply, contact a DMV Contact Center. Your registration receipt can help verify your vehicle's plate number, make, year, and vehicle identification number (VIN).

An ATV must be registered if it is operated anywhere in New York State, including on the owner's property.
