Personal care services (PCS) is a Medicaid benefit for the elderly, people with disabilities, and people with chronic or temporary conditions. It assists them with activities of daily living and helps them remain in their homes and communities.
A PCA is a healthcare professional who provides physical assistance to older, disabled or chronically sick patients. They often help their clients with cooking, cleaning and maintaining personal hygiene, among other daily living activities.
Doctor checkups and sick visits. Specialist services. Vaccinations. Emergency care. Inpatient and outpatient hospital treatment. Laboratory tests and X-rays. Behavioral Health. Substance use disorder treatment.
PCA's provide care and companionship and help with bathing, dressing, grooming, eating, toileting, and moving. (This type of support is also called hands-on care.) In addition, personal care assistants are often tasked with cleaning, running errands, meal prep, and arranging transportation.
Please note: To apply to opt-out, please visit the Student VIP website or contact the Health Plan Office for support. Opt-Outs must be submitted each academic year. Opt-Outs are only granted if proof of alternative, comparable coverage is provided and the plan is unused.

Once registered for classes, students can submit a waiver. How to waive out: Gather your insurance information and visit Student Blue of North Carolina. Click on “Find Your School” and select “East Carolina University” to continue to the secure website for ECU students. Choose “Waive” and follow the instructions.
You may waive the SHIP/Aetna plan through the Aetna website before the third week of the fall semester—you must submit a waiver every year. If you are starting as a new student in the spring semester, submit the waiver before the third week of the spring semester in your first year, and then annually each fall.
