Minnesota's Permit to Carry law does not require concealment of a firearm – therefore, the open carry of a handgun or long gun is perfectly legal – as long as a person has a valid Permit to Carry and is not in a prohibited place.
A U.S. citizen or legal resident over age 18 may generally carry a handgun anywhere within his or her place of residence, place of business, or on private property owned or lawfully possessed by the citizen or legal resident. A permit or license is not required for a person to carry within these locations.
Non-residents may apply to any Minnesota County Sheriff. You must provide a certificate of completed authorized training. Training must be provided by a certified instructor and must be completed within 1 year of the original or renewal application date.
You must take another permit to carry class to renew and present a current certificate of completion of an MN Permit to Carry class taught by a Bureau of Criminal Apprehension (BCA) certified instructor (these certificates are valid for one year from the date it was issued).
(Gross Misdemeanor) Any person who carries a pistol without a permit to carry or who knowingly makes a false statement to obtain a permit to carry is guilty of a gross misdemeanor. (Felony) A second or subsequent offense is a five-year felony.
Simply possessing or owning an unregistered gun is not a crime in Minnesota. However, carrying a gun in public without a valid, up-to-date permit is illegal in Minnesota.
