Beyond passing a background check, to buy a gun in Arizona you will need a valid, government-issued photo ID that displays your name, address, and date of birth and will also need to fill out government form 4473.
As a private individual in Arizona, you have the right to sell or transfer your guns as you see fit. You are not required to conduct background checks or register the sale or transfer of a firearm with the state.
Since Arizona has permitless carry, any person who is at least 18 years old who can legally possess a firearm may open carry, and any person at least 21 years old may concealed carry a firearm without a permit. Arizona will honor concealed carry permits from all other states' and political subdivisions.
The State of Arizona does not require citizens to register their firearms with the State. It also prohibits local jurisdictions (i.e. Counties, Cities or Towns) from requiring licensing or registration of firearms or ammunition.
Federal law does permit rifles or shotguns (not handguns) to be sold to non-resident buyers in other states. However, this does not apply to Californians. The thorn is that federal law requires FFLs to only sell in compliance with the buyer's state laws.
Firearm Prohibitions in Arizona Under federal law, people are generally prohibited from purchasing or possessing firearms if they have been convicted of a felony or some domestic violence misdemeanors, or if they are subject to certain court orders related to domestic violence or a serious mental condition.
