Under California law, either party can terminate a month-to-month lease agreement. However, when the tenant has been in the property for less than a year, they're required to give at least a 30 days' notice.

The lease should list all utilities covered by your rent payment, and which ones you'll need to set up yourself—and might even outline service providers that you're recommended or required to use. If it's unclear, ask your landlord or property management company directly to avoid unexpected bills or penalties.
Ask the landlord what companies they're contracted with for utilities, ie do they use the city or a private company, what internet companies have lines to the building, ect. The easiest and cheapest thing to do is to ask them what's already hooked up and just use that.
