What is the Paris Agreement? The Paris Agreement is a legally binding international treaty on climate change. It was adopted by 196 Parties at the UN Climate Change Conference (COP21) in Paris, France, on 12 December 2015.

Unlike the Kyoto Protocol, which established top-down legally binding emissions reduction targets (as well as penalties for noncompliance) for developed nations only, the Paris Agreement requires that all countries—rich, poor, developed, and developing—do their part and slash greenhouse gas emissions.

Both the Kyoto Protocol at the outset and the Paris Agreement, which is currently in force, lay the foundations for achieving global targets. The COPs or Conferences of the Parties act as the decision-making and supervisory body for global commitments based on these agreements.
