The court cannot declare that the parent should have been paying support for their children for months or years before an interested party filed a claim for child support. The only “exception” is that the court can order payments back to the date on which the family court action was filed.
While the standard answer is that child support can be modified every three years, exceptions are made when there is a substantial change in circumstances. In your letter, you must identify who you are, state specifically what your change in circumstance is, and definitively request a review of your case.
