ADULT PASSPORT RENEWAL BY MAIL All U.S. Citizens living in Brazil who are eligible to use the DS-82 passport renewal form must renew their U.S. passports by mail through the U.S. Consulate in Rio de Janeiro. Use the Passport Wizard to determine eligibility for the mail-in program.
If you have never had a passport before OR you have an expired passport (official or tourist) issued more than 15 years ago, you will fill out a DS-11 for your passport application. There are 4 steps that must be completed in order to get your official passport.
Passport Book: Valid for all domestic travel as well as international travel by air, sea or land. Passport Card: Valid for all domestic travel including when entering the United States from Canada, Mexico, the Caribbean, and Bermuda at land border crossings or sea ports-of-entry.
Complete the form. Use the Application for a U.S. Passport (Form DS-11, PDF). Proof of U.S. citizenship. You need to submit citizenship documents with your application. Proof of identity. Provide one of these photo IDs. Passport photo. Payment. Make an appointment and appear in person. Parking. Transit.

USPS staff only take care of the shipping. The only form they will accept for processing is a DS-11 for a first-time passport application. This is also the only application form you'll be able to find in post offices. Renewal form DS-82 can only be downloaded directly from the State Department's website.
