Only the President may call Congress into special session. The President can call Congress or either of its houses into a special session. The Senate: to consider treaties or presidential appointments.

"The General Assembly shall meet in regular annual sessions and in such special sessions as occasion may require. Special sessions shall be convoked by the Secretary-General at the request of the Security Council or of a majority of the Members of the United Nations."

In addition to the regular session, the Governor may by proclamation require the Legislature to meet in “special session.” A special session may run concurrently with the Legislature's normally scheduled meeting time and/or during its recesses.

Anyone can write it, but only members of Congress can introduce legislation. Some important bills are traditionally introduced at the request of the President, such as the annual federal budget. During the legislative process, however, the initial bill can undergo drastic changes.

House speaker and Senate president pro tempore may call a special session upon receiving a joint written request of at least 60 percent of the members of each chamber.

The second clause of Article II, Section 3 authorizes the President to convene or adjourn the Houses of Congress in certain circumstances. The President has frequently summoned both Houses into extra or special sessions for legislative purposes, and the Senate alone for the consideration of nominations and treaties.
