The Open Meetings Act requires public bodies in Ohio to conduct all public business in open meetings that the public may attend and observe. This means that if a public body is meeting to discuss and vote on or otherwise decide public business, the meeting must be open to the public. ORC 121.22.

Minutes may vary slightly depending on the state and the organization, but they typically include: Meeting date, time and location. Type of meeting. Names and titles of attendees and guests. Any absent board directors. Quorum. Notes about directors who left early or re-entered the meeting.

Per Ohio Rev. Code §§ 2933.51, Ohio is a one-party consent state. This means that under Ohio law, only one person involved in a conversation needs to consent to its recording. If you participate in a conversation, you can legally record it without notifying the other party.

Ohio Revised Code 149.43 is known as the Ohio Public Records Act or the "Sunshine Laws." ORC 149.43 requires that public meetings be open to the public, that public records be open and available to the public and that public records be maintained in such a manner that they will be available to the public upon request.

In most cases, the meeting secretary will sign the approved copy of the minutes, while some boards require all present board members to sign the approved minutes.

The minutes should include the title of the group that is meeting; the date, time, and venue; the names of those in attendance (including staff) and the person recording the minutes; and the agenda.

Open meeting laws, also called sunshine laws, require that, with notable exceptions, most meetings of federal and state government agencies and regulatory bodies be open to the public, along with their decisions and records.

Section 121.22 | Public meetings - exceptions. (A) This section shall be liberally construed to require public officials to take official action and to conduct all deliberations upon official business only in open meetings unless the subject matter is specifically excepted by law.

To take effective meeting minutes, the secretary should include: Date of the meeting. Time the meeting was called to order. Names of the meeting participants and absentees.
