Is a seller's permit/resale license and EIN/Tax ID the same? These are not the same thing. A seller's permit/resale license is the same as a state tax ID, as both are issued by the state for sales tax purposes. An EIN or federal tax ID number, however, is issued by the federal government, not the state.
One facet to appreciate about this document is its 'blanket form' utility. In simpler terms, a resale certificate provided to a vendor extends to all items bought from that vendor.
Resale certificates are usually provided in a “blanket” form. This means that the resale certificate applies to all items purchased from the vendor. States that allow for resale exemptions either accept a state-issued resale certificate or, in some cases, a multi-state certificate.
(4) Blanket resale certificate. A purchaser may issue to a seller a blanket resale certificate describing the general nature of the taxable items purchased for resale. The seller may rely on the blanket certificate until it is revoked in writing.
Items and services that are exempt from sales tax include but are not limited to: Food products, dietary foods, certain beverages and health supplements sold by food markets. Diapers. Drugs and medicines for people. Medical equipment and supplies for home use. Newspapers, magazines and other periodicals.
The Value Added Tax (VAT) or Goods and Services Tax (GST) are broadly based consumption tax assessed on the value added to goods and services.
