The Virginia State Bar (VSB) was created in 1938 by the Virginia General Assembly as an administrative agency of the Supreme Court of Virginia, unifying Virginia lawyers into a mandatory state bar.
Association of Local Counsel. No out-of-state lawyer may appear pro hac vice before any tribunal in Virginia unless the out-of-state lawyer has first associated in that case with a lawyer who is an active member in good standing of the Virginia State Bar (hereinafter called "local counsel").
Virginia's bar exam is one of the hardest bar exams by virtue of the wide variety of topics. It is another state-specific exam (although also requiring the MBE), and 24 different areas of law can be tested. That is far more than most other states.
