If you're referring to the Marriage License application, state law requires at least one witness. The reason there are two lines is because some couples may choose to have two witnesses, and both may sign the application, if the couple choose.
In Manhattan, there can be no more than 10 attendees, including you and your prospective spouse. In all other boroughs, there can be no more than 5 attendees, including you and your prospective spouse.
