No cities in Texas are permitted to enforce a minimum wage higher than the federal base of $7.25. However, efforts in recent years to establish higher base wages for city employees have been successful in Austin. This includes budget changes in 2023 that increased the minimum wage for city employees from $15 to $20.
Depends on where you live. If you live in a major city where everything costs more $15 isn't a lot. But if you live in a rural area it's a decent wage. A lot depends on what the skill level of the job. If it's just general labor work. $15 is about normal to pretty good.

The primary exemption from the Texas Minimum Wage Act is for any person covered by the federal Fair Labor Standards Act (FLSA). Other specific exemptions include: Employment in, of or by religious, educational, charitable, or nonprofit organizations. Professionals, salespersons, or public officials.
