March 30th, 2021 Vendor Site Designation Committee Meeting Exemptions: No vending or occupancy permit is required to sell food or goods when vending units are located in the Strip District neighborhood. Vendors that fall under this exception must seek written permission from the building or property owner.
To request approval, contact the Vending Unit by phone (215) 686-2414 or email vending@phila.gov. The Vending Unit will review your request and let you know if you are approved. If approved, you will receive an award letter and can apply for your license online using eCLIPSE or in person.
An operator who sells taxable tangible personal property or selected food and beverage items through a vending machine is required to obtain a Sales, Use and Hotel Occupancy Tax License for the purpose of collecting and remitting tax to the Department.
Applicant submits a vending nomination form to the Department of Permits, Licenses and Inspections (PLI). The nominated site will be reviewed by the vending site committee which meets twice per year. If approved, the application will be forwarded to City Council for approval.
To obtain a seller's permit, you must file Pennsylvania Enterprise Registration Form (PA-100), which may be submitted either online or by printing out the form and mailing it to the Pennsylvania Department of Revenue.
The City of Philadelphia requires any group or individual that is not a registered nonprofit to obtain a Commercial Activity License from the Department of Licenses and Inspections before beginning sales. You can obtain a CAL for free. To get a CAL, you must fill out a license request form.
