The TxDMV is required to title off-highway vehicles (ATVs, ROVs, UTVs, and Sand Rails), but these vehicles are not eligible for registration. Off-highway vehicles are eligible to receive an Off-Highway Vehicle license plate, which may be obtained from your county tax assessor-collector's office.
Buyer/Seller: Carefully fill out and complete the Application for Texas Certificate of Title (VTR Form 130-U). Buyer will fill out most of the form but Seller MUST fill in the vehicle sales price and sign the form.
All new residents applying for a Texas title and registration for a motor vehicle must file at the County Tax Assessor- Collector of the county in Texas where the applicant resides within 30 days of establishing residency.
The signed negotiable title and completed Application for Texas Title and/or Registration (Form 130-U), must be provided to the county tax office to title the vehicle. The title application must be accompanied by Affidavit of Motor Vehicle Gift Transfer (Texas Comptroller of Public Accounts Form 14-317).
ATV and UTV registration is not required in Texas for off-highway use, although it used to be. You are able to obtain titles for your ATV and UTV at a county tax assessor/collector's office. We recommend always getting a title, as discussed in our guide to avoiding a stolen ATV.
