On a cold, blustery day in April, 1982, Queen Elizabeth II signed the new Canadian constitution into law in an outdoor ceremony on Parliament Hill.

Do not italicize short forms such as "the Act" or "the Charter": The Act defines environment as including land, water and air; organic and inorganic matter; living organisms; and natural systems.

Since the Charter is part of the Constitution, it is the most important law we have in Canada. However, the rights and freedoms in the Charter are not absolute. They can be limited to protect other rights or important national values.
