Because the text where the footnote occurs is so far down on the page that if Word made room at the bottom for the footnote text, it would force the paragraph with the footnote to the next page. Please try clicking on the Review tab of the Ribbon, then on the Accept icon and choosing Accept All Changes in Document. On the same tab make sure Track Changes is switched to OFF. If there are any comments, right-click on each one and choose Delete. Then your footnotes should update correctly.
