Right-click the cell and then click Insert Comment (or press Shift+F2). If you're using Excel for Office 365, right-click the cell and choose New Note. Type your annotation text.

'Mark comment done' is a new feature introduced in Word 2013. The option only works with Word document format means docx. If you are using a . doc file extension I would suggest you to save the file to a docx (Word document) format to use this feature.

Word does not support adding comments inside text boxes. As Tina Chen suggested, you can use a single-cell table instead. If you want the text in the body to wrap around the table, set the Text Wrapping for the table to "Around." command to the Quick Access Toolbar (File > Options > Quick Access Toolbar).
