To compute the additional credit for sick leave at retirement, add the months and days of sick leave to the months and days of all periods of actual service. Only years and full months of service are used in the annuity computation. Odd days are dropped. In the example, the 10 days would be dropped.

Agency approval for retirement-eligible employees to exhaust sick leave before retiring constitutes an agency-approved disability retirement, which is processed as optional retirement for convenience. Employees receive lump-sum payment for all unused annual leave on retiring, but not for sick leave.

You must complete a Clearance Checklist (CPSC 236) and take care of any financial obligations before you leave. If you leave Federal service you receive a lump sum payment for any unused annual leave, not sick leave. If you transfer to another Federal agency your annual and sick leave are transferred.

Under the Voluntary Leave Transfer Program (VLTP), a covered employee may donate annual leave directly to another employee who has a personal or family medical emergency and who has exhausted his or her available paid leave. Each agency must administer a voluntary leave transfer program for its employees.
