There are two different types of clauses: Preambulatory Clauses and Operative Clauses.

A United Nations General Assembly resolution is a decision or declaration voted on by all member states of the United Nations in the General Assembly. General Assembly resolutions usually require a simple majority (50 percent of all votes plus one) to pass.

The preamble establishes and precedes the operative clauses. It defines why the action called for in the operative clauses should be adopted. The preamble, therefore, serves to define the purpose of the resolution.

The resolution was passed with an overwhelming vote of 143 in favour, 5 against and 35 abstaining. This resolution achieved more votes in favour of condemning Russia's actions than Resolution ES-11/1, the initial resolution on the Russian invasion of Ukraine which demanded that Russia withdraw its forces from Ukraine.

What is a Preambulatory Clause? Preamble clauses state the reasons for why the committee is acting on a given topic. It should highlight relevant legal precedents, former relevant United Nations resolutions and past international actions on the issue.

The preambulatory clauses state all the issues that the committee wants to resolve on this issue. It may state reasons why the committee is working on this issue and highlight previous international actions on the issue.

Resolutions are essentially one long sentence. There are normally three elements in a resolution: the name of the organ, the preamble and the operative part.

* Preambulatory clauses are historic justifications for action. Use them to cite past resolutions, precedents and statements about the purpose of action. * Operative clauses are policies that the resolution is designed to create. Use them to explain what the committee will do to address the issue.

Unlike Security Council resolutions, General Assembly resolutions are not legally binding, but they do have clout in reflecting international opinion. Under special emergency session rules, a resolution needs approval of two-thirds of those countries voting, and abstentions don't count.

The Member State initiating a draft resolution is the resolution's "sponsor", or "main sponsor" if other Member States act as co-sponsors. They can do so upon invitation of the main sponsor. There are no co-sponsors when the draft resolution is submitted by the President of the General Assembly (PGA).
