A visitor may only be on one offender's visiting list unless verified as an immediate family member of more than one offender.

A visitor will not be permitted to be on more than one inmate's approved visiting record unless they are immediate family members. If you are already on the approved list of a non-family member, you may be added to the list of a family member.

Basically the drug purchaser will contact someone outside of prison and have that person send money to a person's address provided by the drug seller. That way their is no institution paper trail for the money. This is more often done when large amounts of money are being dealt with.
